Public sector buyers do not award contracts on price alone. Under most UK and EU procurement frameworks, award is made on the most economically advantageous tender, and an increasing share of the scoring sits with environmental criteria, social value and supply chain transparency.
That creates a specific problem for bidders sourcing from Asia. The product may be entirely compliant. The evidence that proves it frequently is not — certificates that cover a similar product rather than the one being tendered, chain of custody documentation that stops one link short, or test reports that the factory cannot produce when asked.

Certify for the market you are bidding into
Environmental certification is not interchangeable across Europe. A product certified for one market may score nothing in another, and bidders regularly discover this at evaluation stage.
United Kingdom
Central government purchasing through Crown Commercial Service, NHS procurement, and regional consortia serving education and local authorities. FSC™ chain of custody and recycled content evidence carry significant weight, alongside social value and modern slavery due diligence.
Germany
Blauer Engel remains the most recognised environmental mark in German public procurement and is frequently specified directly in tender documents. Recycled content thresholds are typically higher than elsewhere in the EU.
Netherlands and Belgium
Circular procurement criteria are well established, with emphasis on recycled content, product lifespan and end-of-life recovery. EU Ecolabel and GRS certification are widely accepted.
France
NF Environnement and EU Ecolabel are commonly specified, with additional attention to packaging reduction and REP producer responsibility obligations.
Scandinavia
The Nordic Swan Ecolabel is the dominant regional mark and is specified directly in a high proportion of public tenders across Sweden, Denmark, Norway and Finland.
Across the EU
The Packaging and Packaging Waste Regulation now applies directly, without national transposition. Recyclability, recycled content and packaging minimisation obligations sit with the importer placing goods on the EU market.

Full technical specification with tolerances, suitable for inclusion in a tender response
Where framework bids come apart
The certificate does not cover the tendered product. Factories hold certification for a product family and supply the nearest certificate to hand. It will not survive evaluation, and it will not survive an audit after award.
The chain of custody has a gap. A certified mill supplying an uncertified converter breaks the chain. The finished product cannot legally carry the claim, regardless of what the raw material was.
The specification was written to the sample. The golden sample is made slowly by the best operator. The production run is not. Without inspection of the actual run, a framework contract can be won on a product the factory does not consistently produce.
Packaging was never specified. Under PPWR the importer, not the factory, is responsible for packaging compliance. Bidders who specified the product but not the box are now discovering the gap.

Sourcing. Supplier selection against the certification profile the tender requires, benchmarked across multiple audited factories rather than a single quotation.
Sampling and approval. Production samples with documented specification and tolerances, suitable for submission.
Production and inspection. Pre-shipment inspection on units drawn from across the run, documented and photographed.
Delivery. Complete documentation pack supplied with the goods, in the format the contracting authority requires.
